The first twitch after a long pause is when the bull bluegill eats. Strip-set, no rod lift. Overcast skies push bluegill into the upper 2 ft of the water column, they'll travel 4 ft to crush a popper.

For surface action, switch to a 1/16 oz popper (Rebel Pop-R Jr in chartreuse) and walk-the-dog along the pad edge; pause for 3 seconds after every 2 twitches.
